Evaluation of Restructuring Project (ERP)

The Scottish Board responded to the very significant step taken in April 2008 to restructure the way that Scouting in Scotland operated and was supported, by setting up an evaluation project. Isabel McNab was appointed to head up this work and Evaluation Support Scotland was engaged to provide external independent guidance to the process.

The Scottish Board received the first evaluation of the structure at the end of August 2010, identifying the progress so far in meeting the objectives of the structure change.

Whilst the Project Report acknowledges that this evaluation has been undertaken at a relatively early stage during a major change process that could normally be expected to take 5 years to fully bed-in, the Board has accepted all the recommendations of the Project Team on actions required to support full achievement of the goals set. The Board is now recruiting an implementation team tasked with delivering on all the recommendations.

The Board agreed that the Executive Summary from the ERP Report be made widely available. Copies of the full report considered by the Board are available in the Library section of this website.

The Board wishes to record its huge appreciation of the work of the Project Team, ably led by Isabel McNab. It also acknowledges the invaluable role of Jacqui McDowell of Evaluation Support Scotland as external advisor and ‘critical friend’.

Thanks are also extended to the c.600 members that have engaged with the Project Team, contributing to evidence gathering through surveys, questionnaires, face to face interviews and by other means.

In her report, Isabel McNab has likened the restructuring process to a journey. The journey continues forwards towards the desired destination.
